What We Do
The Community Services Department provides exceptional cultural, educational, recreational, and social services to enhance and maintain a high quality of life and attractive physical environment in the Beverly Hills community. The Department is made up of four divisions: Administrative Support, Arts & Culture Services, Recreation Services and Library Services. The Community Services Department aims to enhance the lives of community members by providing a variety of programs and services, including community events, recreational and enrichment classes and programs, library services, and social engagement activities.
 
What We're Looking For:
Leading the day-to-day operations of the City of Beverly Hills Community Services Department, the Assistant Director works closely with the Director applying best practices to accomplish the Community Services Department-wide goals, programs, and projects. Under the leadership of the Director, the Assistant Director will plan, organize, manage, and carry out the activities and services of the Department’s four main areas: the Beverly Hills Public Library, Recreation Services (including recreation programs and events, parks, and facilities), Arts and Culture Services (including arts and culture programs, special events and facilities), and Administrative Support. The Assistant Director will lead and motivate the Department staff, ensuring the provision of excellent customer service and the effective coordination of a diverse workforce organized in various divisions and locations. Other responsibilities include, but are not limited to guiding and supporting the work of the Department’s Recreation and Parks and  Arts and Culture, Commissions; representing the Department in the community, including verbal and written presentations to the City Council, municipal organizations, the Beverly Hills Unified School District, and community groups; establishing and ensuring the timely achievement of goals, objectives, and priorities of the Department; analyzing the economic feasibility of and community support for proposed projects and programs; and leading capital projects to improve community assets.

Work Schedule: This position will be assigned a 5/40 work schedule and is required to be fully on-site during normal work hours. This position is a non-telecommuting position.

Selection Process:

The first oral exam is tentatively scheduled for the week of October 27, 2025 in person. Candidates selected to move forward will participate in a second oral exam the week of November 3, 2025 in person. (Dates may be subject to change). Applications will be screened for minimum qualifications. Among those meeting the minimum qualifications, those that appear to have the most relevant and desirable experience will be invited to participate in the in person oral exam/interview.

Disaster Service Workers: All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

 

Major Duties

DEFINITION:
To assist the Director of Community Services in managing and directing the Community Services Department; to plan, organize and direct the activities of the assigned divisions; and to provide highly complex staff assistance to the Director of Community Services.

SUPERVISION EXERCISED AND RECEIVED:
Receives general direction from the Director of Community Services.
Exercises direct supervision over assigned management, supervisory, professional, technical, and administrative support staff.

 

  1. Assist the Director of Community Services in managing and directing the Community Services Department; assume the duties of the Director of Community Services in the director’s absence.
  2. Assist in developing department goals and objectives; assist in the development of and implementation of policies and procedures.
  3. Plan, organize, and direct activities related to the various programs and services offered by the Department.
  4. Develop and implement recreation programming work plan; assign work activities, projects, and programs; monitor work flow; review and evaluate work products, methods and procedures.
  5. Assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
  6. Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
  7. Serve as Staff Liaison to assigned City Council Commissions. Assist Commission support staff, attend regular meetings, stay informed of Commission goals and objectives, and take action to implement Commission vision.
  8. Supervise management staff for the divisions that are responsible for providing community programming, facility management and maintenance, and service delivery for the Department.  
  9. Develop and make recommendations for Capital Improvement Program; work with staff, other departments, architects, contractors and the community in the implementation of projects.
  10. Plan, organize, and direct the Care and Sheltering function of the Emergency Operations Center (EOC); coordinate scheduling and training of staff assigned to the Care and Sheltering function.   
  11. Represent the Department and the Director before City Council, boards and commissions, and to outside groups and organizations; participate in community and professional groups and committees; provide technical assistance as necessary.  
  12. Research and prepare technical and administrative reports; prepare written correspondence.
  13. Assist new or existing staff in learning departmental practices and protocols, methods, and procedures.
  14. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.  
  15. Foster an environment that embraces diversity, integrity, trust, and respect.  
  16. Be an integral team player, which involves flexibility, cooperation, and communication.  
  17. Perform related duties as assigned.
Qualifications:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience:
Six years of progressively responsible recreation and/or parks experience, including three years of management responsibility.

Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in Public Administration, Business Administration, Parks Administration, Recreation, Library Science, Urban Studies, or a related field.

Master’s degree in Public Administration, Business Administration, Parks Administration, Recreation, Library Science, Urban Studies is desirable.
