BACKGROUND:

The City of Santa of Santa Fe Springs Parks & Recreation Services Department is seeking a highly-motivated individual for the position of Management Analyst.

Employment Type:  Full-time position represented by the City of Santa Fe Springs City Employees Association.

Work Schedule: Management Analyst is assigned a 4/10 work schedule between the hours 7:30am–5:30pm.  Incumbent may be required to work pre-scheduled evening meetings or weekend events. 

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supports the Mission of the City and its Elected and Appointed Officials.  Provides courteous and timely service to the public as the ultimate employer.  Works cooperatively with other City employees.  Exhibits integrity and displays ethical behavior.  Investigates, interprets, analyzes, and prepares recommendations in relation to proposals for new programs, projects, grants, and services.  Prepares and presents forecasts of effects of pending legislation, policy, and procedure changes.  Administers and implements a service or program within a department.  Investigates and prepares reports on specific requests and complaints pertaining to various governmental activities for staff, commissions, and City Council information.  Coordinates the research, development, review, and preparation of grant applications.  May assist in budget preparation for a department or division.  Analyzes and monitors expenditures and revenue.  May approve accounts payable, expense reports, and budget transfers.  Develops complex reports, memos, correspondence, contracts, and other written materials.  Collects, analyzes, and monitors data and information.  Plans and organizes, and/or provides support for special events.  Oversees and maintains a variety of records.  Explains City policies and programs to the public.  Responds effectively and resolves citizen complains.  Performs related duties as required.  Program & Event Analysis: Evaluates participation trends and provides data-driven recommendations for program improvements.  Master Plan Development: Supports the creation and implementation of the Parks & Recreation Master Plan, coordinating data collection and stakeholder engagement.  Super User for Department Software: Serves as the go-to expert for Active Net, JotForm, workflows, and ChatGPT, ensuring efficient system use, troubleshooting, training staff, and optimizing processes through technology.  HR Liaison: Acts as the primary contact between the department and Human Resources for staffing and personnel matters.  Budget Oversight: Conducts audits, identifies financial trends, and prepares reports to optimize resource allocation.  Non-Profit Budget Support: Assists in managing the budget, ensuring compliance with accounting and financial reporting standards.  Contract & Agreement Oversight: Manages joint-use, facility use, and third-party agreements, ensuring compliance with City policies.  Staff Report Writing: Prepares comprehensive reports for City Council and key stakeholders.  Grant Writing: Researches and applies for funding opportunities to support park projects and programs.

Qualifications:

EDUCATION AND EXPERIENCE:

  • Bachelors degree in public administration, communications, business administration, or a related field.
  • Two (2) years of administrative management, program or project management, or related experience.
  • A valid State of California driver's license and an acceptable driving record.
