Recreation Supervisor I/II

Salary: $59,712 - $91,260

Description:

The ideal candidate will have a blend of problem-solving skills, leadership abilities, and the vision to oversee repairs, upgrades, and ongoing management of the facility.

Responsibilities:

1. Strategic Leadership: Develop and implement strategic plans to achieve the City’s goals and objectives, including enhancing programs, increasing revenue streams, and expanding community outreach. Lead the future of the facility for the community, with oversight from the Community Services Department. 

2. Operations Management: Oversee day-to-day operations of the sports complex, including oversight/supervision of scheduling of facilities, maintenance, and ensuring a safe and welcoming environment for all patrons. These activities are managed by existing staff on a day to day basis, but require consistent oversight and leadership from the Recreation Supervisor. 

3. Financial Management: Identify & drive opportunities for revenue growth and cost-saving initiatives.

4. Fundraising and Development: Lead fundraising efforts, including grant writing, donor cultivation, and special events to support the organization's capital improvement projects and initiatives.

5. Community Engagement: Build and maintain relationships with stakeholders, including local sports teams, schools, businesses, and community organizations. Act as a liaison between the organization and the community to promote collaboration and engagement.

6. Program Development: Work with staff to develop and implement innovative programs and events that meet the needs and interests of the community, while seeking to use the building to it’s maximum capacity at the highest percent feasible, to maintain lowest possible cost for users.

7. Staff Management: Provide leadership and support to staff members, including hiring, training, and performance evaluation. Foster a positive work culture that values teamwork, professionalism, and community excellence

8. Facility Management: Oversee the management of the sports complex facilities, including the skating rink, turf field, concessions and other amenities. Ensure facilities are well-maintained and meet safety and regulatory standards.

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties.

Recreation Supervisor I

  1. Plan, organize, promote and evaluate a variety of leisure service programs such as aquatic programs, cultural arts, contracted employee programs, pre and after school programs, youth and adult athletic events and programs designed for persons with disabilities.
  2. Determine long-range program plans and develop methods used in providing community leisure services.
  3. Recruit, train, supervise and evaluate subordinate employees, contractors and volunteers.
  4. Meet with individuals, community groups, school administrators, commissions and advisory groups to assure that programs are meeting the needs of the community.
  5. Prepare reports on program content and development; gather statistics on operations; write instructional and procedural manuals describing program activities; prepare and manage program budget.
  6. Make recommendations on departmental policies and operational procedures.
  7. Interpret City policy for subordinate employees, advisory groups, volunteers and general public.
  8. Maintain an inventory of recreation supplies and equipment and initiate necessary purchases.
  9. Perform other duties as assigned within the scope of the job classification.

Recreation Supervisor II

  1. Assists in the development of division goals, objectives, policies and procedures.
  2. Directs, oversees and participates in the development of work plans; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures.
  3. Assists in preparation, implementation of division budget; monitors and evaluates expenditures, searches out and identifies cost saving and revenue generating opportunities.
  4. Recruits, trains, supervises and evaluates subordinate staff, contractors and volunteers.
  5. Prepares a variety of reports for department, commission and City Council meetings.
  6. Works with various community organizations such as school districts to facilitate integrated program activities.
  7. Facilitates a collaborative work environment through open and direct communication with staff, other City departments and program participants
  8. Perform other duties as assigned within the scope of the job classification.

Qualifications:

Recreation Supervisor I

Knowledge of:

  • Recreation, cultural and social trends related to the administration of leisure services.
  • Procedures for planning, implementing and maintaining a comprehensive recreation program.
  • Principles and practices of recreation program administration.
  • Principles and techniques used in supervision, training, and performance evaluation of subordinate personnel.

Ability to:

  • Interact effectively with the public and employees.
  • Review and implement recreation programs according to program goals, budget and facility restrictions, and available personnel.
  • Coordinate activities with other groups and work with local agencies to develop effective programs.
  • Exercise discretion and judgment in the field with consequences as to safety and security of general public, program participants, other staff and/or City equipment and facilities
  • Prepare status reports, instructional and procedural manuals
  • Perform a variety of regular assignments following standard procedures without instruction and modify procedures to meet specific program needs
  • Obtain certification as required.

Education, Experience & Special Requirements

Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.

  • Typical education would include a Bachelor's Degree from an accredited college, university or equivalent with an emphasis in Recreation and Leisure studies or related field.
  • Typical experience would include two years of progressive, responsible experience in the delivery of recreation or leisure service activities.
  • Possession of the appropriate California driver's license, or the ability to acquire one within ten days of appointment.

Recreation Supervisor II

Knowledge of:

  • Concepts and techniques of planning, supervising and evaluating various aspects of recreation programs and community services
  • Facility management
  • Public relations skills
  • Operating budgets
  • Principles of public/business administration.

Ability to:

  • Interact effectively with the public and employees
  • Organize and supervise the work of full and part-time recreation workers who conduct a wide variety of recreation activities and community services
  • Explain programs, policies, services and facility usage to public, volunteers, and private agencies
  • Promote recreation and community services
  • Prepare reports

Education, Experience & Special Requirements

Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.

  • Typical education would include a Bachelor's degree from an accredited college, university or equivalent with a degree in Recreation, Leisure Studies, or closely related field.
  • Typical experience would include three years progressive responsible experience in public recreation, including two years supervising personnel in a recreation program.
  • Possession of the appropriate California driver's license, or the ability to acquire one within ten days of appointment.

Selection Process: Final appointment is contingent upon:

  • Passing a city paid fingerprint criminal conviction check
  • Passing a pre-employment medical exam and drug and alcohol screening test.

Veteran's Credit: Applicants who attach a copy of the DD-214 to their application indicating "Honorable Discharge" from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.
