ABOUT THE DISTRICT

Fulton-El Camino Recreation and Park District is a park and recreation special district in the west Arden Arcade area of Sacramento County. We serve a population of 30,000. The District recently had Measure Q passed which will provide $24 million in funding for facilities and park improvements. Of that funding, approximately $6.5 million will go into upgrading the aquatics center. The Aquatics Manager will be a key part of the planning team for these fund allocations. We are looking for a professional, enthusiastic, and eager leader to head aquatics and join our team.

POSITION OVERVIEW: 

Fulton-El Camino Recreation and Park District is seeking a highly motivated Aquatics Manager to oversee all aspects of our aquatics program. The ideal candidate will possess strong leadership skills, exceptional organizational abilities, and a passion for promoting water safety and aquatic programing. 

The Aquatics Manager is responsible for planning, leadership, and supervision for District aquatics facilities and programming. Work involves the responsibility for recruiting, training, and evaluating employees; assisting with developing and designing programming, marketing and evaluating cost efficiency and effectiveness for aquatic programs; and developing and monitoring the approved budget. 

Key Responsibilities: 

  • Plans and organizes District’s extensive Aquatics programs.
  • Organizes, encourages participation, and supervises the work of aquatics personnel, general and specialized personnel, and volunteers at District facilities in a wide variety of Aquatic programming.
  • Promotes, plans, supervises, and evaluates the District’s aquatic program which includes swim team, synchronized swim team, classes and other aquatic based programs.
  • Oversees public swim and pool rentals.
  • Recruits, hires, trains, supervises, and evaluates specialized staff for program implementation, including lifeguards, swim instructors, coaches, aquatic facility managers.
  • Responsible for health and safety classes, programs, and events.
  • Oversees inspection of aquatic facilities and equipment necessary for aquatics program area function.
  • Makes recommendations for maintenance, repairs, and improvements of District’s recreation facilities pertaining to aquatics.
  • Acts as District representative / liaison to various aquatic organizations
  • Prepares and administers the aquatics budget; responsible for program budgets assigned to position.
  • Prepares news articles and flyers to promote programs.
  • Maintains records and makes periodic reports on aquatics programs.
  • Maintains awareness for community needs for special programs.
  • Other assigned duties as required by the General Manager

     
Qualifications:

QUALIFICATIONS

Knowledge of:

  • Principles and practices of supervision.
  • Principles and practices of monitoring revenue and preparing financial reports.
  • Aquatic and facility operations, management, scheduling, and programming.
  • Trends in the field of recreational services.
  • Modern office practices and procedures including the use of general office equipment and current computer software applications.
  • Principles, practices, and techniques used in overseeing customer service programs, janitorial techniques, and risk management of a swimming pool.
  • Applicable Federal, State and County health and safety codes, and regulations.

 

Ability to:

  • Supervise, select, train, motivate, and evaluate the work of staff.
  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
  • Plan, organize, administer, coordinate, review, evaluate, and personally participate in comprehensive aquatics operations.
  • Evaluate and recommend improvements in operations, procedures, policies, or methods.
  • Apply office practices and procedures and use office equipment, computers, computer applications, and software.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Prepare and maintain clear and accurate reports, correspondence, policies, procedures, and other written materials.
  • Interpret, apply, explain, and ensure compliance with Federal, State, and County health and safety codes, and regulations.

 

EDUCATION AND EXPERIENCE

Education:

Bachelor's degree from an accredited college or university with major course work in Recreation, Public, or Business Administration or a related field is required.

 -And-

Experience: 

Five (5) years of recent, paid work experience developing, managing, organizing, supervising, and promoting aquatics programs, including three (3) years of supervisory experience is required.

Substitution:
Additional qualifying experience may substitute for education on a year-for-year basis.

Experience:  

QUALIFICATIONS

Licensing/Certificates: 

  • Due to the performance of some field duties which require the operation of a personal or District vehicle, possession of a valid and appropriate California driver's license and acceptable driving record are required;
  • Possession of valid American Red Cross or other National/State accredited certifications in Lifeguarding/First Aid/CPR/AED are required at appointment; and
  • Possession of a valid American Red Cross Lifeguard Training Instructor Certificate or Water Safety Instructor Trainer Certificate
  • Certified Pool Operator License desired.

Assessments:
If considered for appointment, candidates must:

  • Pass a physical, criminal background check, and drug test.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Physical Requirements:

Must have the ability to walk, start, and stop frequently; run and swim frequently; perform simple and power grasping; verbal and hearing skills to effectively communicate with participants and staff; visual acuity to read and record documents and make observations; and water rescue. Must be able to spend prolonged periods of time in pool environment; must maintain the physical ability required to pass the American Red Cross Lifeguard certification and intermittently, lift, carry or move equipment of 50 pounds or less. Occasional contact with chemicals as required. When assigned to such work requires wearing respiratory protective equipment at times.

 Environmental Conditions: 
The work is regularly performed indoors and outdoors in variable weather conditions. May encounter pool chemical odors and first aid related biohazards. Required to work a varied schedule that will include days, evenings, weekends, and holidays. May be required to wear a uniform while on duty.
