The Administrative Specialist plays a key role in supporting departmental operations by providing administrative, clerical, and customer service support to ensure parks, community centers, and facilities operate smoothly. JOB DESCRIPTION

Under supervision of the Parks and Recreation Director, provides specialized para-professional administrative support duties to assigned departmental projects and programs; prepares a variety of reports and documents in support of departmental or division goals; develops, summarizes, and maintains administrative and fiscal records. Additional duties include:

  • Provides administrative and project support for assigned management, departmental staff, boards, committees, and commissions; acts as a liaison between management and other staff, outside agencies, and the public.
  • Composes, types, edits, and proofreads a variety of complex documents, including spreadsheets, letters, forms, memos, administrative, statistical, financial, staff reports, and correspondence for department staff; inputs and retrieves data; checks draft documents for punctuation, spelling, and grammar; and makes or suggests corrections.
  • Maintains accounting, budget tracker, financial, and statistical records of expenses; processes and reconciles vendor invoices; maintains financial receipts, files, transactions, payment records, and copies; balances and processes payments for credit card bills and statements; creates purchase orders, credit card and check requests, change orders, budget transfers, and journal entry request forms; obtains approvals from management and submits to finance or appropriate department staff for processing; monitors department budgets and expenditures.
  • As assigned, administers the vendor selection process; establishes bidding process timelines; writes notices of inviting bids, requests proposals; advertises opportunity; opens bids; identifies responsive bids; compiles bid review documents.
  • As assigned, supports contract execution; drafts contract documentation; prepares financial statements; prepares and submits committee packages to appropriate department staff; creates board approval memo drafts; and distributes approved contracts to awarded bidders.
  • As assigned, prepares and submits required reporting; identifies, gathers, and compiles operational activity data; creates, updates, and maintains spreadsheets and documentation; checks data for accuracy and reasonableness against historical trends, works closely with staff to reconcile data, and provides instruction when needed; monitors the production of data; uploads data into automated systems.
  • As assigned, prepares annual fiscal procedures; finalizes and closes annual reports; updates historical reporting; creates calendar spreadsheets, files, and reporting templates.
  • Observes and complies with all District and mandated safety rules, regulations, and protocols.
  • Performs other duties as assigned.
Qualifications:

EDUCATION / EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to an associate degree from an accredited college with major coursework in public administration, business administration, or a related field.
  • Three (3) years of experience relevant to the assigned department, such as administration, contracts, or closely related fields.
