The City of Berkeley invites applications for the position Camp Manager! In this role, you will plan, organize and administer a City Recreational Summer Camp including program operations, administration, facilities, and recreational programs for campers.

The Camp Manager works at the campsite while the Camp is open and is provided with room and board while at the camp. During non-camping season the Camp Manager performs planning, marketing, and staffing functions for the camp.

This class is responsible for the day-to-day operation of a City Recreational Summer Camp at the campsite, including directing the food service, maintenance, recreation, administration, and medical services. The Camp Manager works at the campsite while the Camp is open and is provided with room and board while at the camp. At camp, the Camp Manager has oversight of all camp functions and uses broad discretion and makes independent judgments within the overall policy guidelines established by the department. During non-camping season the Camp Manager performs planning, marketing, and staffing functions for the camps; manages administrative functions, and develops policies and operating practices. This class is distinguished from the Recreation and Youth Services Manager in that the latter has overall management responsibility for the City recreation activities and programs for all ages as well as other division programs.

 

Examples of Duties

  1. Assists in the development and implementation of goals, objectives, policies, and procedures for a City Recreational Summer Camp;
  2. Plans, organizes and directs, through subordinate supervisors, the operation of the camp administrative, recreation programs, food service, maintenance and medical care functions;
  3. Assists in the preparation of the camp budget, recommends improvements in facilities, programs and changes in staffing patterns and fees, authorizes the ordering of necessary supplies and equipment;
  4. Assists in the development of camp marketing materials and implements marketing projects, meets with interested civic groups to explain camp program;
  5. Selects camp staff, assigns, trains, reviews and evaluates the work of camp staff, including taking disciplinary action;
  6. Ensures compliance of camp facilities and activities to pertinent codes, regulations and guidelines; monitors developments related to camp construction and maintenance, evaluates their impact and implements policy and procedure improvements;
  7. Establishes and maintains good public relations with citizens, civic groups, and other departments of governmental agencies.
  8. Prepares or reviews and maintains a wide variety of written reports and records, including reports on camp registration and rental fees, personnel records, periodic progress reports on camp activities, accident reports; prepares maintenance requests and requisitions;
  9. Assists in the development of policy, and implements procedures to ensure the health and safety of campers and camp staff, sanitary and safe facilities, and camp security; and
  10. Performs related work as assigned.

Knowledge and Abilities

Note: The level and scope of the knowledges and abilities listed below are related to job duties as defined under Class Characteristics.

Knowledge of:

  1. Principles and practices of camp recreation program planning, development and implementation; including American Camping Association standards;
  2. Principles and methods of camp planning and design, recreational programs, maintenance and camp operations, and environmental conservation and ecology;
  3. Techniques of supervision including planning, assigning and monitoring work and of evaluation of assigned staff;
  4. Administrative principles and methods, including goal setting, program development and implementation;
  5. Theories, principles, techniques and equipment used in camp facilities and maintenance and operations;
  6. Applicable laws and regulations; codes, ordinances, and guidelines pertaining to the work;
  7. Computer applications and software used to track camp usage with standard desktop applications such as Microsoft Word, Microsoft Excel, camp-tracking databases, and related software programs and systems; and
  8. Safe work methods and safety regulations pertaining to the work.

Ability to:

  1. Plan, organize, assign, direct, review, and evaluate the work of assigned staff;
  2. Select, motivate, and evaluate staff and provide for their training and professional development;
  3. Develop and implement goals, objectives, policies, procedures, work standards and internal controls;
  4. Establish and maintain effective working relationships with those contacted in the course of the work;
  5. Communicate courteously and effectively with other camp staff members and relate well with campers in all age groups and the public;
  6. Identify camp recreational and operational needs and recommend alternatives or enhancements;
  7. Exercise sound independent judgment within general established guidelines;
  8. Prepare clear, concise and complete reports and other written correspondence; and
  9. Represent the City effectively in meetings with community groups, businesses, and the public.
Qualifications:

A typical way of gaining the knowledge and skills for this position is:

Equivalent to graduation from a college or university with major course work in recreation, physical education, business or public administration or a closely related field; and either:

I. Four (4) years of progressively responsible experience in recreation or camp programs, which has included at least two (2) years at a supervisory level. Additional recreation or camp experience may be substituted on a year-for-year basis for up to two (2) years of the education requirement.

OR

II. One year experience (or equivalent summer sessions) in a residence recreational summer camp at a level equivalent to the City’s Camp Staff Supervisor.

OTHER REQUIREMENTS
Must be able to travel to various locations within the City of Berkeley and to the camps to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

CPR and first aid certification required at start of the summer season. Ability to get class 1 or 2 water treatment and sewage treatment certifications may be required.

California Public Resources Code Section 5164 prohibits the hiring of a person for employment at a park or recreational facility in a position having supervisory or disciplinary authority over any minor if the person has been convicted of certain criminal offenses. California Education Code Section 10911.5 requires that all public recreation program employers must fingerprint all persons having direct contact with a minor. The City does not hire persons who have been convicted of felony drug, sexual assault or physical assault crimes.
