DEFINITION/GENERAL PURPOSE

Under administrative and policy direction this position provides senior leadership to program managers and staff with overall responsibility for assisting with operational functions of the District.

They will serve as a key member of the District’s executive leadership/management team with significant involvement in overall District planning, management and financial leadership decisions.

Performs and/or supervises complex professional, supervisorial, administrative and operational functions necessary to maintain the daily systems of the District.

While the Assistant General Manager reports to the District’s General Manager, with respect to daily operations and necessarily related matters, the Assistant General Manager functions independently in the sense that they must act within the ethical and professional rules of the profession. All such are the primary responsibility of the Assistant General Manager reporting to the General Manager.

SUPERVISION RECEIVED AND EXERCISED

The Assistant General Manager exercises direct supervision over all District daily operational matters under the direction and supervision of the General Manager.

Receives direction from the General Manager and works closely with the District Board as requested relating to Board matters. The work provides for a wide variety of independent decision-making, within legal and general policy and regulatory guidelines.

Exercises general direction and supervision over supervisory, technical, and administrative support staff, including interns, volunteers, contractors, and multi-disciplinary employees who are involved with the District.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Serves as an executive-level manager, directly supervising program employees who exercise specialized responsibilities in District’s operations.

Serves as “confidential employee” required to develop or present management decision with respect to employer-employee relations and required to access confidential information contributing significantly to the development of District positions.

Plans, supervises, and coordinates in the preparation and execution of Board meetings with the support of the Board Clerk.

Assist General Manager and Finance Director with confidential duties including legal matters, preparations of contracts and agreements with personnel administration.

Assist General Manager in insuring compliance with local, county, state and federal requirements, employer obligations, tax appeals and environmental regulations.

Oversees all District activities, ensuring the development and administration of goals, strategic planning and reporting systems along with the financial director.

Assist General Manager with employee evaluations, goal setting and mid-year evaluation for District employees and ability to prepare employee improvement plans and deliver disciplinary actions when needed.

Support Community outreach, identify potential partnerships, sponsorships, and other sources of revenue in coordination with the Financial Director and staff.

Coordinate the goals and work of the District staff and Board with that of other governmental agencies and

community groups associated with Santa Barbara County and identified key stakeholders within Isla Vista.

Assist staff with park rentals and ensure renters compliance with District Policies and Procedures.

Cultivate, plan and develop with staff events that are presented and co-sponsored by the District, conduct community outreach and deliver reporting metrics on event deliverables.

Consider community input, analyze the needs of the District and make recommendations for future acquisitions, projects, and improvements to meet those needs

Work with District staff to generate grant proposals to fund park programs, refurbishments and improvements that are aligned with strategic plan and goals.

Supervise project implementation, including assist Board Clerk with website updates and development

Assist the GM with other related duties and responsibilities as assigned.

Prepare related presentations and budget documents; and provide quarterly or periodic reporting updates and other presentations as directed by the General Manager and the District Board.

Oversees activities in preparation for the annual District financial audit and other specialized audits.

Conducts a variety of departmental, organizational and operational studies and investigations; recommends strategies and options to the General Manager, Director of Finance and Board of Directors.

Assists in resolving conflicts and coordinates with leadership team on inter-departmental problems and issues.

May chair or serve on key management work groups that provide critical input to the General Manager and/or Board of Directors on long-term operational and financial plans and strategies.

Provides technical expertise on assigned functional areas and assigned special projects.

Participate and/or assists in District personnel investigations and handling of employee grievances.

Participates in the compilation and preparation of the annual budget; prepares cash flow and expenditure projects; provides yearly revenue forecasts; coordinates and analyzes revenues and expenditures.

Coordinates and prepares agendas for various Committee meetings, helps administer and develop Work-plan with Finance Committee members.

Performs other related duties as requested.

Experience in hiring, supervising, & evaluation of District staff; direct supervision of other professional and/or management staff; extensive interaction with elected and appointed public officials.

Must be willing to attend meetings after work hours as necessary and to travel for trainings as required.

Participate in Board closed session items concerning finance and operations, act as a resource for the General Manager and or Board of Directors when negotiating labor contracts, handling grievances, and other legal matters.

The General Manager may designate the Assistant General Manager or the Chief Finance Officer to exercise the powers and perform the duties of General Manager during the manager’s temporary absences.

Qualifications:

EDUCATION, EXPERIENCE AND TRAINING

Possession of a baccalaureate or higher academic degree in relevant degree

Applicants must have 10 years minimum experience and/or training in public service and specifically within the field of parks and recreation, which would demonstrate possession of the required knowledge and skills outlined above.

Bilingual in English and Spanish preferable.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use of office equipment, including a computer, to operate a motor vehicle, and to visit various District and meeting sites. Although standing in work areas and walking between work areas may be required, including working in parks and during recreational events.

Must be able to meet the physical requirements for the position, including lifting and carrying up to 25 lbs, sitting and/or standing for extended periods of time, and repetitive keyboarding.

ENVIRONMENTAL ELEMENTS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

Pay: $85,000.00 - $102,000.00 per year
