Recreation Supervisor (Aquatics/Part time)

Under the direction of the Aquatics Supervisor, the Aquatics Coordinator will organize and supervise a comprehensive aquatics program for the community, which includes the development and management of group and private swimming lesson programs, managing pool schedules of lifeguards, swim instructors and swim aides; develop a comprehensive and evolving staff training curriculum; lead aquatic staff trainings and develop a variety of aquatic programs that enhance community safety, health and wellness.
 
DISTINGUISHING CHARACTERISTICS
 

This position is a part-time position and assists the Aquatics Supervisor in the coordination of assigned activities with other divisions, outside agencies and the general public.

Duties:
Performs a variety of tasks in the creation, implementation and evaluation of specialized aquatics programs and services in an assigned recreational area or activity.
Teaches and instructs participants in activities which require specialized skills and training.
Schedules, supervises, trains and develops aquatic staff.
Makes hiring and staffing recommendations.
Evaluates the full range of pool operations (i.e., rotation, ordinance enforcement, vigilance, staff performance, signage, hazards, etc.).
Prepares reports and recommendations on the basis of evaluated data and information.
Provides reliable, effective lifeguard service and medical equipment to the field.
Works effectively with other District staff to coordinate service delivery.
Evaluates medical, rescue and training reports as a quality assurance function.
Develops and evaluates effective procedures and policies to support the Aquatic program and protect liability exposure.
Responds to Aquatic emergencies to participate in, support and/or coordinate response.
Plans, conducts, oversees and evaluates a wide range of staff training.
Assists with scheduling problems, develops work schedules, approves time cards.
Complies and analyzes Aquatic service statistics and records.
Develops, coordinates and administers aquatic recreation programs.
Makes public presentations on safety and lifeguard service.
Assists, teaches and arranges materials for CPR & First Aid classes to appropriate District classifications.
Trains, instructs and performs skill audits for all subordinate staff.
Assures compliance with legal codes and requirements related to lifeguard procedures and emergency operations.

Qualifications:

Knowledge of

  • Principles and techniques involved in public recreation, including community recreation programs, needs and resources related to the field of recreation; principles and practices of organization, administration, supervision, and personnel management.
  • Methods for the development and implementation of recreational programs; operational characteristics, services, and activities of a variety of programs in recreational services.
  • Modern and complex principles and practices of recreation program development and implementation.
  • Principles of municipal budget preparation and control; principles of supervision, training and performance evaluation.
  • Marketing theories, principles, and practices, and their application to a wide variety of leisure services.
  • Pertinent federal, state, and local laws, codes and regulations.
  • Modern office equipment including computers.

Skills/Abilities

  • Plan, develop and implement continuing and seasonal recreation programs; plan assign and direct the work of subordinates, instructors and aides.
  • Analyze problems, identify alternative solutions, resolve problems in a fair and equitable manner; project consequences of proposed actions, and implement recommendations in support of goals; and handle conflict situations appropriately.
  • Organize, direct, and implement recreation programs suited to the needs of the community; elicit community and organizational support for recreation programs; present material to general public. 
  • Keep records and prepare reports; communicate clearly and concisely, both orally and in writing
  • Represent the City before community organizations, parents, and the public; respond to requests for assistance and/or information from the public and staff both on the phone and in person.
  • Establish and maintain effective working relationships with the public, staff, school district personnel and those contacted in the course of the work.
  • Flexibility to work some nights and weekends.

This position is a part-time, year-round position that exercises direct supervision over part-time, seasonal employees, and volunteer staff, in addition to aquatics facility daily operations.

 

Essential Functions

Duties:

  • Plans, organizes, supervises and evaluates programs, services, staffing, and operational activities of multiple aquatics programming, special events, and volunteer programs for the Recreation Division.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned areas; identifies resource needs; oversees procurement of recreational equipment and supplies as required for assigned programs; coordinates with management and other public and private agencies in procuring facilities for recreational use.
  • Recommends and implements policies and procedures; identifies opportunities for improving service delivery methods and procedures; reviews with appropriate management staff; and implements improvements; provides staff assistance to the Recreation Manager; prepares and presents staff reports and other necessary correspondence as needed.
  • Coordinates marketing procedures and publicity of recreational events and programs with other divisions and outside agencies and organizations; supervises the preparation and distribution of recreation publicity including the quarterly recreation guide, brochures, fliers, and printed schedules.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; directs, coordinates, and reviews the work plan for assigned recreation programs; meets with staff to identify and resolve problems; assigns work activities and projects; schedules work assignments, monitors work flow; reviews and evaluates work products, methods, and procedures; works with employees to correct deficiencies; and recommends discipline and termination procedures.
  • Participates in the development, administration, and monitoring of the assigned program budgets; forecasts funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; recommends adjustments as necessary.
  • Identifies opportunities for improving service delivery methods and procedures; reviews with appropriate management staff and implements improvements; maintains awareness of new developments in various recreation areas and incorporates as appropriate into existing programs.
  • Develops and maintains control of safety programs and insures they are implemented properly.
  • Responds to inquiries, complaints, or requests for information and service from interested community groups and citizens; establishes and maintains a team approach with co-workers and provides assistance to other employees in the performance of related tasks.  
  • Aquatics Supervision Includes: Oversight of aquatic operations, swim lessons, swim team, leisure pool use, water fitness classes and other aquatic programming initiatives. Must have knowledge of methods and techniques of swimming, water rescue, and lifeguarding to supervise lifeguards, water safety staff. Schedule pool use and coordinate maintenance of facilities with School District officials.
  • Manage a competitive year-round club swim team.
  • Makes public presentations on safety and lifeguard service
  • Trains, instructs and performs skill audits for all subordinate staff.
  • Assures compliance with legal codes and requirements related to lifeguard procedures and emergency operations
  • Perform related duties as assigned.

 

Education and Experience:
Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying.  A typical way to gain such knowledge and abilities would be:
 

Must be at least 18 years of age.

Education

  • A Bachelor's degree from an accredited college or university with major work in recreation administration or a closely related field. College-level course work with specialization in Recreation, Human Services, Physical Education or closely related field.

Experience

  • At least three (3) years of increasing responsible experience in the development, implementation and instruction of aquatics programs and special events, including supervisory experience.

 

As a condition of employment, satisfactory completion of First Aid and CPR/AED certificates are required.  When assigned to an Aquatics Facility, the following certificates shall also be required within six months of appointment:

American Red Cross CPR/AED for Lifeguards
American Red Cross Lifeguard Training/First Aid
American Red Cross First Aid for Public Safety Personnel (Title 22)
American Red Cross Water Safety Instructor Certified
American Red Cross Lifeguard/Training Instructor

While performing the duties of this job indoors, the work environment is generally in a temperature-controlled office.  While working outdoors, the employee may be exposed to noise, vibration, extremes in temperature or humidity, dust, most weather conditions. Noise levels in the work environment is usually moderate but the employee may occasionally be exposed to high level noises including but not limited to emergency vehicle sirens, road traffic, shouting, and yelling.
