Maintenance Inspector

THE OPPORTUNITY
OC Parks Maintenance Inspector provides crucial maintenance inspection of regional riding & hiking trails, bikeways, regional and wilderness parks, and community service parks. The position will be responsible for Regional Trails and other OC Parks facilities inspections; managing contracts; maintenance services (i.e., landscaping, trash removal, trail sweeping); investigating and responding to internal and public service requests; coordinating with other agencies including cities, utility districts and homeowners' associations and determining jurisdictions and property boundaries with maps, deeds and survey records. The position also requires physical stamina to stand, stoop, walk, work in all weather conditions, perform maintenance tasks, schedule athletic events and respond to emergencies after normal business hours and on weekends/holidays.
Additional duties and responsibilities include, but are not limited to the following:
- Review and understand maintenance management reports.
- Utilize report data to make efficient and effective maintenance management
decisions. - Communicate and share ideas that can improve maintenance operations.
- Identify, document and recommend repairs and improvements.
- Research and determine ownership and/or jurisdiction.
- Research and compile data to address liability claims against County.
- Investigate citizen complaints, agency and department requests, and reports of
deficiencies. - Provide input and inspection for permits such as encroachments or special events.
- Develop and participate in project scoping and plan review to provide support to project managers.
- Review project site for permit compliance.
- Requires occasional off-road 4x4, bikeway and shared use of path driving abilities utilizing hazard warning lights.
- Utilize vehicles for traffic management in construction zones and material hauling to and from job/project sites.
This position requires both office time and fieldwork requiring the incumbent to be able to drive a car and/or non-commercial truck in order to perform the required job duties.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate should possess at least one (1) year of experience in one of the following areas: government contracts, project planning, parks management, and public works construction, beyond the Minimum Qualifications.
They should be able to work with considerable independence and will be afforded reasonable latitude for technical decision making, discretion, and judgement.
In addition, the ideal candidate will demonstrate job knowledge and related experience in the following core competencies:
TECHNICAL EXPERTISE
- Knowledge of parks maintenance management practices and procedures.
- Understanding of maintenance management reports.
- Development of project scope and planning.
- Knowledge of MOUs, encroachments, easements, permits, ownerships, and rights of access.
- Understanding of federal, state and local regulatory requirements related to streambed alteration, coastal zone restrictions, water quality, habitat conservation, endangered species/wildlife protection, public health, coastal processes, and systems.
- Contract development and management.
PROBLEM SOLVING AND ANALYSIS
- Research and compile data to address liability claims against the County.
- Investigate citizen complaints, agency and department requests and reports of deficiencies.
- Propose and approve additional work, conducts final walk-through and certifies completion of work.
- Research and prepare specifications for requisitions, purchase orders and unit needs.
- Determine cost effective means for acquisitions.
- Examine cost estimates and quotes for completeness, accuracy, and conformance with policy.

- Effectively communicate with peers, management, vendors, public, and city or county staff to achieve business objectives
- Effectively present thoughts, ideas, information, and messages clearly, concisely, logically and persuasively both orally and in writing.
LICENSE
Must possess and maintain a current, valid California Driver’s License (Class C).
